Thousands of foreign student pilots have been able to enroll and obtain pilot licenses from U.S. flight schools, despite tough laws passed in the wake of the 9/ll attacks, according to internal government documents obtained by ABC News.
"Some of the very same conditions that allowed the 9-11 tragedy to happen in the first place are still very much in existence today," wrote one regional security official to his boss at the TSA, the Transportation Security Administration. "Thousands of aliens, some of whom may very well pose a threat to this country, are taking flight lessons, being granted FAA certifications and are flying planes," wrote the TSA official, Richard A. Horn, in 2005, complaining that the students did not have the proper visas.
Under the new laws, American flight schools are only supposed to provide pilot training to foreign students who have been given a background check by the TSA and have a specific type of visa. But in thousands of cases that has not happened, according to the documents and current and former government officials involved in the program. "TSA's enforcement is basically nonexistent," said former FAA inspector Bill McNease, in an interview for ABC News' "World News With Charles Gibson."

Undercover Auburn police detectives bought a live hand grenade (TACOMA, Wash.)

Undercover Auburn police detectives bought a live hand grenade, 17 blasting caps, and tear gas from three Pierce County men. The three men were jailed Tuesday in Tacoma for investigation of possessing explosives without a license. Investigators are trying to trace where the grenade came from.
Sgt. Scott Near said the officers took some risks to gain control of the explosives. The detectives were assisted by the Bureau of Alcohol, Tobacco, Firearms and Explosives.

Banning police investigate suspicious bomb discussions (California)

BANNING - An anonymous tip led police to a business Thursday afternoon where the caller said he believed a bomb had been hidden. Banning police were notified of the bomb by Palm Springs police, who heard the tip on an anonymous tip line.
The caller was was inside a Palm Springs store when he heard two men talking about a bomb they had placed in the Ace Colors/Remax building at 515 W. Ramsey Street in Banning, according to a Banning police news release. Officers and a K-9 searched the building but no suspicious devices were found.
CHARLOTTE, N.C. -- Members of the Charlotte-Mecklenburg Police Department's bomb squad were sent to a Goodwill store on Albermarle Road Wednesday afternoon after a tear gas grenade was discovered by an employee inside a donation bin.
"As soon as he walked in with it, I knew immediately, 'okay, yes, he's got a grenade, am I going to have to evacuate this building," said assistant manager Craig Warner who spent several years in the air force and was trained to recognize hazardous materials.
Warner said he checked to grenade to make sure it was safe before calling police. "The pin was still in the handle, so it was completely safe," said Warner. "I didn't smell anything leaking out." Police couldn't determine who the grenade belonged to.

KC police checking out suspicious package (Missouri)

Kansas City police are inspecting a suspicious package found in the middle of the street near 24th Street and Topping Avenue this morning.
Police were alerted to a box containing wires and batteries about 10 a.m. Officers requested the bomb squad and a bomb robot. Police said they did not receive any threats associated with the package. Police reopened Topping about 11:35 a.m. but kept 24th Street closed.

Fire crews have put out a major blaze following an explosion at one of the UK's largest gas terminals. Crews were called to a "very large-scale incident" at the Bacton gas terminal in Norfolk shortly before 6pm on Thursday.
The fire broke out in a wastewater treatment plant within the Shell UK site, which brings natural gas ashore from the North Sea. Shell UK confirmed that the fire was out and said the plant had been shut down safely.
Incident commander Richard Herrell, of Norfolk Fire Service, said: "There are inherent hazards in the petroleum industry. We've accounted for them and brought the fire under control in a very quick time. Everyone is safe and well. It has run like clockwork. We have a well- rehearsed plan between the emergency services and this has been shown to work." He said 40 people were evacuated from the site following the incident, which was attended by more than 50 firefighters.
The cause of the blaze is unknown and a full investigation, which will involve the police and Health and Safety Executive, will be launched, he said. A Shell spokeswoman said: "The regulatory authorities have been informed. There is no threat to the health of personnel at the site. "The incident will be investigated by Shell and the relevant authorities as is normal under these circumstances. "Shell would like to thank the emergency services and our personnel for their prompt action in extinguishing this fire so quickly."

Swedish police arrest 3 in alleged terror

STOCKHOLM, Sweden: Swedish police say three men have been arrested in Stockholm on suspicion of preparing terrorist acts and financing terror organizations.
The SAPO security police says the arrests were part of a coordinated operation with Norwegian authorities. Earlier Thursday, Norwegian police said they had arrested three people in Oslo on suspicion of financing terror.

Sabotage suspected in disruption at Milorganite plant (Wisconsin)

Milwaukee police are investigating the apparently intentional disruption of Milorganite fertilizer production this week at the Jones Island sewage treatment plant. Six of 12 sewage sludge dryers used in Milorganite production had to be shut down Tuesday morning after the incident, said John Jankowski, contract compliance officer with the Milwaukee Metropolitan Sewerage District. Those dryers remained out of service Wednesday.
The incident occurred just four days before a new contractor is to take over operations of MMSD's facilities. United Water Services Milwaukee, the district's current operating contractor, started an internal investigation Tuesday, which included questioning employees. The company decided to contact police Wednesday morning, Jankowski said.
Around 8:43 a.m. Tuesday, monitors showed temperatures plummeting inside a dryer on the south side of the sludge drying and dewatering facility, Jankowski said. United Water employees subsequently found that the manually operated valve for a cold water pipe to that dryer had been opened. The pipe serves a water-spraying system that is only to be used to quickly reduce temperatures inside the bus-sized dryer in case of an emergency, such as an uncontrolled flame.
Sludge in each of the dryers is heated to 200 degrees to kill any pathogens. Each dryer is a spinning steel drum equipped with the emergency sprinkling system. "This was not an equipment failure," Jankowski said. "The valve was opened intentionally."

Air plotters have no USA links
Snippets: Brighton - American intelligence officials have said the men accused of trying to blow up several airliners bound for the US had no obvious links to support networks in the United States but warned the greatest threat may be lurking within the United States.
"We were very hungry for information that could link them (the alleged airline plotters) to support networks in the US," Billy said at Britain's first national counterterrorism conference. "We did not see it ... Does that mean they don't exist? I'm not so sure of that."
Journalist for Canadian CTV designated enemy combatant by US military
Jawed Ahmad is 22 years old. He also goes by the nickname of Jojo Yazemi, and at his young age is employed by Canada's CTV television network. At least he was--Jawed was arrested by the U.S. military in October 2007. According to his brother Siddique Ahmad, as reported by the U.S.-based Committee To Protect Journalists (CPJ), "Jojo" got a phone call that his CTV colleagues wanted to meet with him at Kandahar airport. Except, no one from CTV recalled calling him to meet that day. Instead of his coworkers, Ahmad showed up to find U.S. forces waiting for him, where they arrested him at the Afghanistan airbase.
When Jojo's brother contacted CPJ, he said that the U.S. military believed JoJo had contacts with local Taliban leaders and was in possession of a video of Taliban materials. CPJ then contacted the U.S. Department of Defense in Afghanistan, and received confirmation that Ahmad was being held, but further information was not available.

Snippets: On Wednesday, 25-year-old Jorge Dominguez Rivera told a federal jury that his brother was starting to kneel in the act of surrendering when agent Nicholas Corbett struck him in the back of his head or neck, pushed down and shot him all without provocation.
Corbett's lawyer told jurors in opening statements that the victim, 22-year-old Francisco Javier Dominguez Rivera, of Puebla, Mexico, was threatening to crush Corbett's head with a rock when the agent acted justifiably in self-defense. Corbett is charged with second-degree murder, negligent homicide and manslaughter in the January 2007 shooting near Naco.
$1.8M in currency 2.4K of marijuana seized at port of entry
EL PASO -- Agents with the El Paso Customs and Border Protection working at the Bridge of the Americas port-of-entry seized over $1.8 million in U.S. currency hidden in various paneled compartments of an SUV.
gents said the money was hidden in door panels and rear cargo door of a 1992 Ford Expedition. The seizure represents the largest made at the port of entry in over 10 years and possibly the second largest ever.
At approximately 11 a.m. Monday, agents said, the SUV with the family of three arrived at the port of entry. During the routine inspection, customs agents noted the demeanor of the driver and proceeded to use a density meter to check the vehicle for hidden items.
Heroin found in boots of bus passenger
These boots weren't made for walking. Customs agents at a Laredo port of entry found nearly two pounds of heroin hidden in the soles of boots in the luggage of a commercial bus passenger. Authorities say the heroin is worth about $170,000.
The bust happened Tuesday afternoon as the man on the bus, which was traveling from Mexico to Texas, was selected for a secondary inspection.
Tonight, we have learned that while a man was headed jail, he was making threats against police, who are now taking those threats seriously. They believe Rafael Rivas, the man who they arrested, is a member of the violent gang MS-13.
He was one of a dozen people taken into custody, eleven of those people are in this country illegally. WBTV's Sarah Batista reports on what type of threats they are talking about.
A bulletin went out to all CMPD officers, warning them about Rivas threats to have MS-13 target police.
