Afghanistan to Ask NATO for Bigger Army

Afghan officials will go to the NATO summit in Romania Thursday with a request: pay to increase our national Army by 40 percent. A bigger Army, Afghan officials argue, will allow the US and other coalition members to scale back in the coming years.

This appeal comes amid pleas from the US and Canada for other NATO members to commit more to the Afghanistan mission, which many analysts say has floundered over the past year for lack of resources and a coherent strategy. France is expected to contribute another 1,000 forces and Germany is likely to make a bigger commitment.

But American and Afghan government sources with knowledge of the expected Afghan proposal say that an increase from the current authorization of 86,000 Afghan Army soldiers to 120,000 is the only way to create an enduring defense against a resurgent Taliban and elusive Al Qaeda operatives. Treasury Targets FARC Financial Network in Colombia

Washington - The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) today designated two entities and four individuals for acting on behalf of the Revolutionary Armed Forces of Colombia or FARC, a narco-terrorist group.

“Today’s designation continues our targeted campaign to take down the FARC’s financial networks, especially those utilized to launder their narcotics proceeds,” said Barbara C. Hammerle, Deputy Director of OFAC. “This is OFAC’s third action in the last five months against the FARC’s deadly narco-terrorist organization. Our actions complement the efforts of the Colombian government against the FARC.”

On May 29, 2003, President George W. Bush identified the FARC as a significant foreign narcotics trafficker pursuant to the Foreign Narcotics Kingpin Designation Act. In November 2001, the FARC was designated as a Specially Designated Global Terrorist pursuant to Executive Order 13224. In October 1997, the FARC was designated as a Foreign Terrorist Organization by the Secretary of State.

Today’s designations focus on a FARC financial network that involves two Colombian money exchange business, Cambios El Trebol and Cambios Nasdaq Ltda. Both are based in Bogota, Colombia. The FARC used these Colombian money exchange businesses, or “profesionales del cambio” as they are commonly known in Colombia, to launder narcotics proceeds. Cambios El Trebol and Cambios Nasdaq Ltda. accepted foreign currency from the FARC that was derived from drug sales. In exchange, the two businesses provided pesos to the FARC that could fund its activities in Colombia. Myriam Rincon Molina and Jose Edilberto Camacho Bernal, two individuals who are tied to these money exchange businesses and who act on behalf of the FARC, were also designated today.

Today’s OFAC action also targets Nilson Calderon Velandia (alias “Villa”) and Carlos Olimpo Diaz Herrera, both major drug traffickers for the FARC. Nilson Calderon Velandia is responsible for the production and sale of cocaine for the FARC’s 27th Front and also manages contacts with other drug traffickers who export the FARC’s drugs from Colombia. Carlos Olimpo Diaz, in addition to being responsible for the production and sale of cocaine for the FARC’s 27th Front, owns Cambios Nasdaq Ltda.

The FARC’s 27th Front is led by Luis Eduardo Lopez Mendez (alias “Efren Arboleda”), who ultimately reports to FARC Secretariat Member Victor Julio Suarez Rojas (alias “Mono Jojoy”). Suarez Rojas is the FARC’s Chief of Military Operations and has served as commander of the Eastern Bloc of the FARC. Victor Julio Suarez Rojas and Luis Eduardo Lopez Mendez were previously designated by OFAC on February 18, 2004, and November 1, 2007, respectively.

Today’s action today continues ongoing efforts under the Foreign Narcotics Kingpin Designation Act to apply financial measures against significant foreign narcotics traffickers worldwide. In addition to the 68 drug kingpins that have been designated by the President, 392 businesses and individuals have been designated pursuant to the Kingpin Act since June 2000. Today’s designation would not have been possible without support from the Drug Enforcement Administration.

Today’s designation action freezes any assets the six designees may have under U.S. jurisdiction and prohibits U.S. persons from conducting financial or commercial transactions with these individuals and entities. Penalties for violations of the Kingpin Act range from civil penalties of up to $1,075,000 per violation to more severe criminal penalties. Criminal penalties for corporate officers may include up to 30 years in prison and fines of up to $5,000,000. Criminal fines for corporations may reach $10,000,000. Other individuals face up to 10 years in prison for criminal violations of the Kingpin Act and fines pursuant to Title 18 of the United States Code.

Troops Kill Terrorist, Detain Others During Operations

American Forces Press Service

WASHINGTON, April 22, 2008 – Coalition forces killed a terrorist, detained suspects, and discovered homemade explosives during a series of operations today and yesterday.

In a synchronized effort triggered by intelligence from an April 12 operation, coalition forces descended on targets in Salahuddin province to disrupt al-Qaida foreign terrorist leaders. The coordinated operations seized 21 individuals with alleged ties to the al-Qaida foreign terrorist network.

As an operation in Sharqat began, one man rushed coalition forces, who responded to the hostile threat, killing the attacker. Coalition forces also found weapons inside the building and uncovered homemade explosives, which were safely destroyed on site.

During an operation in Kirkuk, Iraqi and coalition forces detained one suspected terrorist believed to be associated with the al-Qaida network in the city.

In Iraq yesterday:

— An aerial weapons team launched a Hellfire missile at two criminals with rocket-propelled-grenade launchers. The criminals were killed and the RPG launchers destroyed.

— Soldiers from 4th Infantry Division’s 3rd Brigade Combat Team, conducting a route-clearing mission, were struck with a homemade bomb. Criminals in the area proceeded to attack with small-arms fire. Soldiers returned fire and killed three criminals.

— Soldiers and an aerial weapons team from Multinational Division Baghdad killed seven criminals and seized weapons in separate incidents across Baghdad.

— Soldiers of 1st Battalion, 66th Armor Regiment, were on patrol in New Baghdad when terrorists attacked them with small-arms fire and rocket-propelled grenades. The soldiers returned fire and killed three criminals. About 40 minutes later in the same area, soldiers from the same unit were again attacked by criminals using small-arms fire. They returned fire. The criminals fled the area, and their vehicle was destroyed.

— West of Baghdad, an Iraqi citizen discovered and turned in a weapons cache consisting of 82 mm mortars, 120 mm mortars, and 7.62 mm rounds to Multinational Division Baghdad soldiers.

— An aerial weapons team observed criminals in a vehicle resupplying other criminals in New Baghdad. The team engaged the vehicle, killing two armed criminals and destroying the vehicle.

— During a patrol in New Baghdad, soldiers of 1st Battalion, 66th Armor Regiment, came under fire by criminals. An aerial weapons team was called to the scene and engaged with a Hellfire missile. The criminals were killed, and the shack they were using as concealment was destroyed.

— An M1-A2 Abrams tank crew assigned to 1st Battalion, 66th Armor Regiment, engaged a criminal rocket team in New Baghdad. The crew destroyed a rocket, a rocket sled and the vehicle carrying the illegal weapons.

— In Baghdad’s Sadr City section, two criminals attacked soldiers of the 2nd Stryker Cavalry Regiment in an observation post with small-arms fire. The soldiers returned fire and killed both criminals.

In April 20 operation in Iraq:

— Acting on a tip from a citizen, soldiers of the 101st Airborne Division’s Battery A, 3rd Battalion, 320th Field Artillery, 3rd Brigade Combat Team, located two weapons caches and a possible car bomb near the Ci Ci Bar Canal. One cache found in a spider hole contained 120 mm mortar rounds, artillery fuses, and 23 mm projectiles. The car bomb and a cache consisting of three homemade bombs also were found nearby. The caches were destroyed on site.

— Based on information provided by a member of a Sons of Iraq citizens security group, soldiers of the 4th Infantry Division’s 1st Brigade Combat Team, seized a homemade bomb in the West Rashid district in southern Baghdad. The bomb was rigged to an Iraqi security forces vehicle. The vehicle was cordoned off and an explosives team called to destroy the device.

— Multinational Division Baghdad soldiers seized two rocket-propelled grenades with a launcher during a combined patrol from Joint Security Station Risalah. The soldiers are conducting concentrated security operations with Iraqi security forces as part of ongoing operations to stop criminal activity in Baghdad.

— Soldiers of the 4th Iraqi Army Division, advised by U.S. Special Forces soldiers, detained a suspected insurgent cell leader in an operation in Tamim province. The suspect is accused of conducting bombing and small-arms attacks against Iraqi and coalition forces. He also is believed to be a weapons trafficker in the Hawijah area. Another suspect was detained for questioning.

U.S. authorities arrested an American engineer on Tuesday on suspicion of giving secrets on nuclear weapons, fighter jets and air defense missiles to Israel during the 1980s, the Justice Department said.

Ben-Ami Kadish, 84, acknowledged his spying in FBI interviews and said he acted out of a belief that he was helping Israel, court papers said.

He was accused of reporting to an Israeli government handler who also dealt with Jonathan Jay Pollard, an American citizen serving a life term on a 1985 charge of spying for Israel.

Kadish’s arrest is a sign the Pollard scandal, which remains an irritant in the close U.S. alliance with Israel, may have spread wider than was previously acknowledged. Kadish was arrested in New Jersey and was scheduled to be arraigned on Tuesday afternoon at U.S. District Court in New York City, authorities said.

“We will be informing the Israelis of this action,” State Department spokesman Tom Casey said. “Twenty-plus years ago during the Pollard case we noted that this was not the kind of behavior we would expect from friends and allies and that would remain the case today.”

Kadish’s lawyer, Bruce Goldstein, did not immediately return a call for comment.

Israeli Foreign Ministry spokesman Arye Mekel, asked about the arrest, said: “We know nothing about it. We heard it from the media.”

Pollard pleaded guilty in 1986. Israel granted him citizenship in 1996 and acknowledged in 1998 that the former U.S. Navy intelligence analyst was one of its spies. Israel has unsuccessfully sought Pollard’s release.

Kadish is a Connecticut-born U.S. citizen who worked as a mechanical engineer at the U.S. Army’s Armament Research, Development and Engineering Center at the Picatinny Arsenal in Dover, New Jersey.

His spying lasted roughly from 1979 to 1985, and his contact with the unnamed Israeli handler continued until March of this year, the federal complaint against him said.

The complaint said Kadish did not appear to receive any money in exchange for his suspected spying, just small gifts and restaurant meals.

Kadish, who had a security clearance, took 50 to 100 classified documents from the arsenal’s library, working from a list provided by the handler identified in a federal complaint as “CC-1.” The handler would then photograph the documents in Kadish’s basement and Kadish would return them to the library, the complaint said.

It said one of the classified documents passed on by Kadish “contained information concerning nuclear weaponry.” Israel is widely believed to have nuclear weapons but has never acknowledged it.

Another document obtained by Kadish related to “a major weapons system ... a modified version of an F-15 fighter jet that the United States had sold to another foreign country,” the complaint said. It did not identify the country.

A third document contained information regarding the U.S. Patriot missile air defense system.

The complaint said Kadish maintained contact with CC-1, met him in Israel in 2004, and spoke with him by telephone on March 20 of this year, after his first FBI interview. It said the handler told him to lie to U.S. authorities: “Don’t say anything ... What happened 25 years ago? You don’t remember anything,” the handler was quoted as saying.

The complaint said the handler worked for the Israeli government as consul for science affairs at the Israeli Consulate General in New York, from 1980 to November 1985.

During the late 1970s the handler worked for what was known at the time as Israeli Aircraft Industries, an Israeli government contractor, the complaint said. It said the handler left the United States when Pollard was arrested and has not returned.

The history appears to fit with that of Yosef Yagur, who has been publicly linked to the Pollard case. A woman who identified herself as Yagur’s wife, when reached by telephone, said, “We’re not speaking to journalists. Goodbye.”

Two men charged with terror offences after police swoop at Heathrow

Two north London men have been arrested and charged with terror offences, Scotland Yard said.

Mohammed Abushamma, 20, from Islington, and Qasim Abukar, 20, from Tufnell Park, were charged under the Terrorism Act.

Sources said the men were arrested after getting off an inbound flight to Heathrow this morning.

It is believed the charges relate to alleged planned terror attacks overseas.

The charges state that between March 17 and April 18 the men "engaged in conduct in preparation for giving effect to their intention of committing acts of terrorism contrary to section 5(1)(a) of the Terrorism Act 2006."

US forces holding German Afghan on suspicion of terrorism

The US military have been holding a German citizen of Afghan origin since early January for being on a US base without authorization, the German Foreign Ministry said in Berlin Saturday, confirming a news report. The German government was working to secure his release, Foreign Ministry spokesman Martin Jaeger said.

UN court overturns 2 Bosnia Muslim's convictions - cuts sentences

U.N. appeals judges have overturned the murder convictions and cut the sentence of a Bosnian army commander in charge of Muslim fighters who murdered and tortured Bosnian Serbs and Croats in the Balkan wars in 1993.

The Yugoslav war crimes tribunal has reduced the five-year sentence imposed against Enver Hadzihasanovic in March 2006 to 3 1/2 years. It upheld a sentence for failing to prevent the mistreatment of prisoners.

Tuesday's judgment says Hadzihasanovic was not in effective control of the volunteer fighters responsible for killing and torturing captives.

The tribunal has also overturned one conviction for Hadzihasanovic's deputy, Amir Kubura, for failing to prevent plunder and reduced his sentence.

Somali forces rescued a hijacked ship carrying food to this desperately poor African nation Tuesday, as a top security official accused U.S. troops stationed off the lawless coast of failing to combat growing piracy.

“It is sad that the American forces off the coast of Somalia are here for fun and are not combatting the pirates,” ...

A spokesman for the transitional government, Abdi Hagi Gobdon, welcomed French and U.S. efforts to combat piracy and guard the country’s coastline.

The transitional government “is not in position to safeguard the country’s waters,” he told the AP on Tuesday. “Therefore, Somalia welcomes and encourages the initiative of the U.S. and France to establish international forces to combat pirates along the Somali coastline.”

The U.S. and France are drafting a U.N. resolution that would allow countries to chase and arrest pirates off Somalia’s coast, responding to a spate of attacks, including this week’s hijacking of a Spanish tuna boat.

France’s U.N. ambassador, Jean-Maurice Ripert, said the resolution would authorize foreign governments to pursue pirate vessels into territorial waters, make arrests and prosecute suspects.

Countries in the region are also deeply concerned. Last week, 13 nations from the western Indian Ocean, Gulf of Aden and Red Sea agreed to a draft proposal that calls for sharing and reporting information on piracy and prosecuting those involved.

He told Cybercast News Service, “I believe that the ACP is wasting its money. People have been exposed to these over-the-top scare scenarios for so long that they take it with a grain of salt.”

He dismissed the Alliance’s claim that there is only a limited time to act.

“The Earth has warmed 0.6 degrees Celsius since the end of the Little Ice Age, which by the way, were the coldest temperatures during the past 10,000 years. To have warmed 0.6 degrees Celsius from such a cold spell is not very alarming.” The Little Ice Age ended around 1850.

“The scientific evidence indicates that most of that warming occurred before humans could have had that much of an influence. So, at most, you’re talking about human influence being partially responsible for 0.2 degrees Celsius” increase in temperature.

“To put that in perspective, if humans are influencing the climate, it’s been only at the margins, certainly not in the way that would indicate alarm,” Taylor said.”

“UNIFIL finds Hezbollah arms; gunmen scatter peacekeepers”

ARTICLE SNIPPET: “Armed Hezbollah militants warded off members of the United Nations Interim Force in Lebanon (UNIFIL) last month when the peacekeepers discovered a truck carrying weapons and ammunition belonging to the Lebanon-based guerilla group.

The incident was referred to briefly in a semi-yearly report submitted to the UN Security Council by UN Secretary General Ban Ki-Moon. The incident was the first time that UNIFIL forces were confronted by armed Hezbollah men south of Lebanon’s Litani River, an area which Security Council resolution 1701 prohibits Hezbollah from entering.

According to a government source in Jerusalem, the incident caused great embarrassment for UNIFIL. The source described the incident, explaining that UNIFIL troops on patrol discovered the truck and chased it down and pulled it over. When the UNIFIL troops approached the vehicle, the source said, armed Hezbollah men exited the truck and threatened the troops at gunpoint. The UNIFIL patrol then went back into their cars, according to the source, and returned to their base.

The report submitted to the Security Council said the incident occurred on the night between the 30 and 31 of March. “This serious violation of the UN resolution raises concerns,” the report said. “

Man Arrested for Disclosing National Defense Information to Israel

MANHATTAN — Michael J. Garcia, the U.S. Attorney for the Southern District of New York, Mark J. Mershon, the Assistant Director-in-Charge of the New York Office of the Federal Bureau of Investigation (“FBI”), and Weysan Dun, the Special Agent-in-Charge of the Newark Office of the FBI, in conjunction with the U.S. Army, announced today the arrest of Ben-Ami Kadish on charges that he participated in a conspiracy to disclose to the Government of Israel documents related to the national defense of the United States and, in connection with that unauthorized disclosure, that he participated in a conspiracy to act as an agent of the Government of Israel. According to the Complaint filed in Manhattan federal court:

From about 1979 through 1985, Kadish, a citizen of the United States, was a mechanical engineer, employed at the U.S. Army’s Armament Research, Development, and Engineering Center at the Picatinny Arsenal in Dover, New Jersey (the “Arsenal”). The Arsenal kept a library of documents with classified information related to the national defense of the United States (the “Library”).

On numerous occasions during this time period, Kadish borrowed classified documents (the “Classified Documents”) from the Library and took the Classified Documents to his residence in New Jersey (the “Residence”). At the Residence, Kadish would then provide the Classified Documents to a co-conspirator not named herein as a defendant (“CC-1”), who would photograph the Classified Documents in the basement of the Residence.

From at least 1980 through 1985, CC-1, a citizen of Israel, was employed by the Government of Israel as the Consul for Science Affairs at the Israeli Consulate General in Manhattan and directed Kadish to provide the Classified Documents to him (CC-1).

One of the Classified Documents that Kadish provided to CC-1 contained information concerning nuclear weaponry and was classified as “Restricted Data,” a specific designation by the U.S. Department of Energy, because the document contained atomic-related information.

Another one of the Classified Documents that Kadish provided CC-1 contained information concerning a major weapons system — a modified version of an F-15 fighter jet that the United States had sold to another country. This document was classified by the Department of Defense as “Secret” and was further restricted as “Noforn,” or “Not Releasable to Foreign Nationals.”

Another one of the Classified Documents borrowed by Kadish from the Arsenal Library contained information concerning a major weapons system and major element of defense strategy — the U.S. Patriot missile air defense system. This document was classified by the Department of Defense as “Secret.”

On March 20, 2008, Kadish and CC-1 had a telephone conversation, during which CC-1 instructed Kadish to lie to federal law enforcement officials. The following day, during an interview with the FBI, Kadish denied having had the telephone conversation with CC-1.

Kadish is charged with four counts: one count of conspiring to disclose documents related to the national defense of the United States to the Government of Israel; one count of conspiring to act as an agent of the Government of Israel; one count of conspiring to hinder a communication to a law enforcement officer; and one count of conspiring to make a materially false statement to a law enforcement officer.

Kadish is scheduled to appear this afternoon before United States Magistrate Judge Douglas F. Eaton in Manhattan federal court.

Mr. Garcia praised the FBI and the U.S. Army for their efforts in this continuing investigation.

This prosecution is being handled by Assistant United States Attorney Iris Lan of the U.S. Attorney’s Office for the Southern District of New York and Trial Attorney Kathleen Kedian of the Counterespionage Section of the Justice Department’s National Security Division.

The charges and allegations contained in the Complaint are merely accusations, and the defendant is presumed innocent unless and until proven guilty.
