If you are born in Guam or Puerto Rico, you are automatically granted citizenship. If you are born in American Samoa, that isn't the case. Despite American Samoa's status as a U.S. territory, the people who are born there aren't technically U.S. citizens. They're called U.S. nationals, a status that means they pay American taxes but cannot vote, run for office, or serve on a jury. They also have special passports that declare them nationals, but not U.S. citizens.

Citizen at birth is NOT the same as Article II eligible to assume the office of POTUS.

Gabbard was a citizen at birth, by virtue of the 1965 Immigration and naturalization Act. She can NEVER be an Article II eligible Natural Born Citizen. She was not born in a US state to 2 citizen parents.

No. US personnel (military, diplomats) serving abroad register their children born abroad at birth at the embassy at birth and are automatically citizens. It's why the McCain eligibility question was particulary offensive to anyone who has served in the US military. And no - I was not a Juan supporter.

The constitution does not define what a natural-born citizen means. And the Supreme Court has never interpreted it.
But you don’t necessarily have to be born within the borders of the United States to be considered “natural-born.” For example, John McCain was born on a military base outside the country. Yet no one would question his legal status if he had won in 2008.
It’s also been widely recognized that if someone is born outside the country to parents that are both Americans, then that child is given citizenship. That is actually very clearly stated in Section 301(c) of the Immigration Act.
But like I said, unfortunately the Constitution gives us practically no guidance on what that term means. SCOTUS hasn’t defined what it means when it comes to presidential eligibility. But I will say this...if Tulsi wins the election, the Supreme Court is not going to take it away from her for this reason. You will NEVER get Roberts to do that.
