No. US personnel (military, diplomats) serving abroad register their children born abroad at birth at the embassy at birth and are automatically citizens. It's why the McCain eligibility question was particulary offensive to anyone who has served in the US military. And no - I was not a Juan supporter.
The congress recognized McCain being born out of the country was not a natural born citizen. that’s why they passed an extra constitutional intuitional resolution to cover him. no media questioned it.
