Q is the result of the sacrifices and commitment of countless patriots to win back our captured country from the Deep State and achieve the transformation President Trump promised in this campaign video. President Trump has said the awakening of the public is key to this transformation.
Q describes this awakening as follows:

When ‘non-dogmatic’ information becomes FREE & TRANSPARENT it becomes a threat to those who attempt to control the narrative and/or the stable.
When you are awake, you stand on the outside of the stable (‘group-think’ collective), and have ‘free thought’.
"Free thought" is a philosophical viewpoint which holds that positions regarding truth should be formed on the basis of logic, reason, and empiricism, rather than authority, tradition, revelation, or dogma.
When you are awake, you are able to clearly see.
The choice is yours, and yours alone.
Trust and put faith in yourself.
You are not alone and you are not in the minority.

Seems Quite plausible.

We did not identify a specific Department policy prohibiting {Bruce} Ohr from meeting with Steele, {Glenn} Simpson, or the State Department and providing the information he learned from those meetings to the FBI. However, Ohr was clearly cognizant of his responsibility to inform his supervisors of these interactions, and acknowledged to the OIG that the possibility that he would have been told by his supervisors to stop having such contact may have factored into his decision not to tell them about it.
Would that include meeting his wife, Nellie Ohr of Fusion GPS, at home at the end of each day? 😒
The president is the command-in-chief of the military and head of the government.
The states elect their Governors who are in charge of the State National Guard; the Reserve units belong the President.
The county commissioner is in charge of the Sheriff.
I am not sure if, or as to why, City Mayors are charge of the Police.
Corrupt elected officials have interfered with honest law enforcement - they are breaking the very oath of office, and in turn are not protecting the civil populace.
It all starts with politicians breaking the law, the law enforcement activity in turn colluding to also break known laws.
It is an offense that Trump could try them for treason with sanctuary cities because of the Muslim Terrorism and the people from all nations coming over the wall or in shipping containers to their cities.
Obama incentivized with federal monies the homesteading of illegals and other immigrants, not working, etc.
