So I just went through the entire IG report searching for the letter Q. Why? So you wouldnt have to!
Do you know how many times the words “request” “question” “required” “Headquarters” etc show up? Quajillions!!
However, I was able to find a few other curious examples of “q” showing up when the text doesn’t appear to show it- in addition to the website on the last page and the “OI”s on page vii of the Executive Summary.
Here they all are:

p175 (212 of PDF) footnote 318 - “winq” in the Mother Jones article URL
p187 (224 of PDF) footnote 340 - “qiant” in CNBC article URL

p255 (292 of PDF) footnote 398 - one “QI”
p259 (297 of PDF) footnote 401 - two “QI”s
p268 (306 of PDF) third line of text under title - “Christqpher” Steele
p287 (325 of PDF) second to last paragraph, third to last line - “Fusiqn” GPS
p379 (418 of PDF) 18th line from bottom - citation 500 = “SQQ”
Sorry, but these other examples make me think the others are just OCR artifacts, not intentionally placed.
