US troops stationed in southern Kuwait are heading for the Iraqi border as diplomats continue to search for a compromise over another UN resolution. Britain's ambassador to the UN, Sir Jeremy Greenstock, said the threat that military events may overtake the diplomatic process had failed to galvanise members of the Security Council.
