MOSCOW (AP) — Russian President Vladimir Putin on Thursday announced a military operation in Ukraine, claiming it’s intended to protect civilians.

US troops stationed in southern Kuwait are heading for the Iraqi border as diplomats continue to search for a compromise over another UN resolution.
