This is huge. I'm not sure how often this happens, but an EPA admistrator basically denied a permit for a power plant to continue to operate. A Title V permit allows a facility to emit pollution under certain conditions. Stephen L. Johnson of the EPA basically accepted the arguements put forth by the Sierra Club.
