Russia says a deadly March sarin attack in an Aleppo suburb was carried out by Syrian rebels, not forces loyal to President Bashar Assad, and it has delivered a 100-page report laying out its evidence to the United Nations. A statement posted on the Russian Foreign Ministry website late Wednesday said the report included detailed scientific analysis of samples that Russian technicians collected at the site of the alleged attack, Khan al Asal in northern Syria. The attack killed 26 people. A U.N. spokesman, Farhan Haq, confirmed that Russia delivered the report in July.

Fed up by Sacramento's regulations and Southern California's political sway, residents in one rural Northern California county are taking steps to leave the state. The Siskiyou County Board of Supervisors voted, 4-1, on Tuesday to pursue seceding from California, the Redding Record Searchlight reported. Proponents say Siskiyou should form a new state -- called Jefferson -- with other counties in Northern California and Southern Oregon they believe share similar interests.

A bus driver still has her job today after she called a passenger who complained about the vehicle’s temperature “short, fat, and white” as she was walking away. While the driver wasn’t fired, she was allegedly disciplined and given a new route, according to the Milwaukee Journal Sentinel. The incident was caught on a surveillance video camera positioned behind the female bus driver’s seat at a stop in Waukesha, Wis., a suburb of Milwaukee. The Justice Department announced Wednesday it is requiring the Department of Veterans Affairs to provide benefits to same-sex spouses of military veterans. The DOJ said in a letter to congressional lawmakers it will no longer enforce a section in the VA’s authorization law which classified marriage as between a man and a woman, meaning the federal benefits will be available to homosexual married couples as well.

Neighbors and law enforcement officers are praising a Texas teenager for shooting two burglars he caught in his grandmother’s house. One of the suspects died; the other is in serious condition.
