A man was randomly stabbed on the Upper East Side in New York City Thursday, and law enforcement is still looking for the suspect. In a video shared by the New York City Police Department (NYPD), the suspect, clad in black and wearing a balaclava mask, hopped off a bicycle before approaching the stranger while carrying a knife, the New York Post reported Sunday.

Police have identified the suspect accused of making a bomb threat outside of the Library of Congress on Thursday. Authorities said 49-year-old Floyd Roseberry of North Carolina was taken into custody without incident. This comes after officers negotiated with the suspect for hours. The suspect appeared to be holding a detonator in a pickup truck, however, Roseberry eventually surrendered. Police said they are still trying to determine the man’s motives and said he has suffered from severe psychological distress. SHEBOYGAN, Wis. -- A dog weighing more than 120 pounds survived being frozen to a sidewalk overnight, probably because he was insulated by layers of fat, authorities said. The Sheboygan County Humane Society says the "morbidly obese" dog, an aging border collie mix named Jiffy, froze to the sidewalk when he was left out overnight Wednesday. Shelter manager Carey Payne says few dogs could survive the single-digit temperatures, and it was probably the fat that made the difference.

NEW YORK — Police have proposed placing tighter restrictions on protesters who march on sidewalks by making them obtain parade permits — a move civil libertarians say would cripple the rights of people to stage spontaneous demonstrations.
