In 1996, after brutal sanctions had wreaked enormous hardship on the Iraqi people, the international community found a better way. Under the watchful eye of the United Nations, it launched the oil-for-food program, which would allow Iraq to sell limited amounts of oil, as long as the proceeds were used to buy food and medicine for the Iraqi people. <p>The Senate Foreign Relations Committee opens hearings today on the Iraqi Oil for Food scandal, to be followed by the House later this month. We hope the Members are serious, because the unfortunate truth is that without pressure from the U.S. we'll never get to the murky bottom.</p>

<p>The $100 billion Iraqi Oil for Food program was by far the largest relief operation in the history of the United Nations. By extension, it's rapidly becoming the U.N.'s largest-ever scandal.</p> <p>After months of stonewalling, Secretary General Kofi Annan conceded Tuesday that the program was worthy of an internal investigation. It's a step forward, but it's not nearly enough for an organization that so far has shown it can't be trusted to police itself. That's why the April hearings by Henry Hyde's House Committee on International Relations will be so important. Oil for Food is a legitimate U.S. concern, for reasons that go well beyond the fact that U.S. taxpayers foot about a quarter of the U.N.'s bills.</p>

<p>On Dec. 5, during a trip to Baghdad, Claude Hankes-Drielsma faxed an urgent letter to U.N. Secretary-General Kofi Annan. Mr. Hankes-Drielsma, the U.K. Chairman of Roland Berger Strategy Consultants, had recently been appointed to advise the Iraqi Governing Council. What he saw in Baghdad left him shocked. "As a result of my findings here, combined with earlier information," he wrote, "I most strongly urge the U.N. to consider appointing an independent commission to review and investigate the 'Oil for Food Programme.' Failure to do so might bring into question the U.N.'s credibility and the public's perception of it. . . . My belief is that serious transgressions have taken place and may still be taking place."</p>
