As New York Republicans scurry about for a candidate to run for governor next year, one man, Randy A. Daniels, New York's secretary of state, has already all but raised his hand for such a bid. Mr. Daniels has hired campaign consultants and a staff, he has set up a small campaign office and has raised money. Even more tellingly, he insists that he could beat any other Republican candidate who might enter the primary seeking to succeed Gov. George E. Pataki.
