In reading Leonard Levy’s “Origins of the Bill of Rights” he repeatedly pointed out that use of the word “shall” was a key to producing those. Previously too many pronouncements had used the word “may”.

It's standard code language (I enforced the fire code and associated codes for 25 years which are the law for any jurisdiction that formally adopts it). "May" means you have some options. "Shall" means this is the way it's gotta be.

If they’d said, no more coal or natural gas, everything goes to electricity now, there would have been a lot of resistance. Easier to vilify coal now and go after natural gas later, after the precedent was est ablished.

I posted one video where a female cop had her gun taken away from her and she begged the perp not to shoot her. A man cop had to take control of the situation.
