The most powerful statement comes from a member of the military; "I don't want anyone telling me who I can hang out with downtown, let alone who I can marry," Jacques said. "He's dodged bullets, he's been hit with IEDs (improvised explosive devices), he has lost four comrades in action. To come home and have this happen ..."

<p>In a rare burst of cooperation, Sacramento city and county officials last month unveiled a joint proposal to allow development of 10,000 acres in unincorporated North Natomas while preserving a mile-wide swath of open space along the Sacramento River.</p> <p>But the map they drew came under immediate assault from landowners, including influential developer Angelo Tsakopoulos, who objected to having their properties designated as permanent open space.</p>

<p>Two years after a judge rejected its last efforts, the city of Sacramento has come up with a new plan to protect threatened species while more houses and businesses are built in North Natomas.</p> <p>This time, the city has teamed with Sutter County, and the two jurisdictions hope to persuade federal officials that they will preserve enough open land permanently to compensate for the farms, fields and wetlands that developers will pave over.</p>

<p>After a year of quiet negotiations, Sacramento city and county officials this week unveiled a landmark agreement that would open 10,000 acres of Natomas farmland to development, while preserving 10,000 acres of open space along the Sacramento River and around Sacramento International Airport.</p>
