    This mild, short winter means most of Minnesota's tick population survived. Even though it's only early March, the disease-carry blacklegged ticks, also known as deer ticks, are already out and active. "We know they can be active when the temperatures are in the mid -to upper-30s, so that could be today," University of Minnesota Entomologist Jeff Hahn said.
