This video shows a residential area on the north side of Lugansk being shelled. When it zooms in, you can see people standing in the streets, just watching the shells fall. The area is just north of the Train Station (Large building with a circular road), across the river. At least five people are reported killed after an explosion in Lugansk administration building. The blast came as Kiev deployed fighter jets to the city in eastern Ukraine.
