WASHINGTON - Jim Manley, a long-time top staffer in Sen. Edward M. Kennedy's press office, is leaving to head the newly created communications ``war room'' of the recently elected Senate Democratic leader, Sen. Harry Reid (D-Nev.). Manley, who spent the past 11 years as press secretary to Kennedy and the Health, Education, Labor and Pensions Committee, will now take on the title of staff director of the Senate Democratic Communications Center.
