A Florida Democrat has submitted legislation that would ban dogs from sticking their heads out of car windows, along with banning dogs from sitting on drivers' laps and requiring all dogs to be in crates if traveling in motor vehicles. Florida's Senate Minority Leader Lauren Book filed SB 932, the Florida Standard reports, called the Humane Cosmetics Act.
