A Florida Democrat has submitted legislation that would ban dogs from sticking their heads out of car windows, along with banning dogs from sitting on drivers' laps and requiring all dogs to be in crates if traveling in motor vehicles.
Florida's Senate Minority Leader Lauren Book filed SB 932, the Florida Standard reports, called the Humane Cosmetics Act. The bill's summary states that it bans the "manufacturing, importing for profit, selling, or offering for sale" any cosmetics that were tested on animals, while also banning the declawing of cats.
The bill would also require the state to create a publicly accessible website that lists the names of those convicted of "animal abuse offenses; providing penalties for specified violations, etc."
However, the bill's actual text immediately states that it is "prohibiting a person from taking specified actions relating to the transportation of dogs on public roadways."
The bill prohibits a person from holding a "dog in his or her lap or allow a dog to be in such a position as to interfere with the person’s control over the driving mechanism."

I don’t have a big problem with this part of it. FL drivers are already some of the worst ever, and a dog in the lap or face of driver doesn’t help matters. I don’t see the big deal if they’re elsewhere/in another seat of the car though?
