INDIAN RIVER COUNTY — A 45-year-old Vero Beach woman accused of having a sexual relationship with a boy since he was 8 years old was arrested Tuesday and held without bond at the Indian River County Jail. Elizabeth Filsell, 45, was arrested about 4:30 a.m. and charged with two counts of capital sexual battery on a child. SAN FRANCISCO - The husband of San Francisco's fire chief called 911 Sunday night complaining that his wife had hit him over the head with a bottle, KRON 4 TV news reported.
