On September 24, 2015, the federal Bureau of Land Management (“BLM”) published a Notice of Proposed Withdrawal (“BLM notice”), proposing to withdraw from mineral location and entry federal lands identified as “sagebrush focal areas” in Idaho, Montana, Nevada, Oregon, Utah, and Wyoming.
