Utah Gov. Gary Herbert has no sympathy for parents objecting to his edict that children attending school either wear masks or face possible criminal charges. Herbert issued the mask mandate, for grades K-12, in July. The reopening of Utah’s public schools has drawn new attention to the edict, which calls for a maximum punishment of six months in jail and a $1,000 fine for showing up without one. The order applies equally to adults and children, and any charge would be a misdemeanor. Herbert said Thursday that parents opposed to his order are “a little bit irrational,” according to The...

SALT LAKE CITY (AP) — A Mormon-church-backed anti-discrimination bill that protects LGBT Utah residents and religious rights received final approval at the state's Republican-controlled Legislature on Wednesday. The House of Representatives voted 65-10 to pass the bill, which was only unveiled last week. The Senate passed it Friday. The bill earned a rare endorsement from the Utah-based Church of Jesus Christ of Latter-day Saints, which helped fast-track the measure through the Legislature. Gov. Gary Herbert, a Republican and member of the church, has said he'll sign the bill.

While states debate expanding their Medicaid programs under Obamacare, they're wrestling with a looming 2017 deadline — when their taxpayers begin paying for the cost of the expansion. Beginning in 2014, states that agree to expand Medicaid to persons with incomes of up to 138 percent of the poverty line will have the federal government pay 100 percent of the cost. But beginning in 2017, the federal share will fall to 95 percent, and it drops to 90 percent in 2020. This has officials — many of them in Republican-dominated states across the country — worried that they will not...

Transfer of Public Lands Act’ demands Washington relinquish 31.2 million acres by Dec. 31. In three weeks, Utah intends to seize control of 31.2 million acres of its own land now under the control of the federal government. At least, that’s the plan. In an unprecedented challenge to federal dominance of Western state lands, Utah Gov. Gary Herbert in 2012 signed the “Transfer of Public Lands Act,” which demands that Washington relinquish its hold on the land, which represents more than half of the state’s 54.3 million acres, by Dec. 31. ... With the 2012 law, Utah placed itself on...

With the Cliven Bundy story still fresh on the minds of many Americans, it’s a shock to see a state government turn the tides on the federal government by passing legislation that demands it hand over control of 30 million acres of land. It’s become commonplace to see news stories of the opposite phenomenon, as the federal government, working through the Bureau of Land Management, has time and again trampled on the private property rights of its citizens and claimed lands for itself. This is not the case in Utah. Utah Governor Gary Herbert signed a bill earlier this year...

Nearly a year ago, Utah Gov. Gary Herbert and his healthcare policy team came up with a simple way to save the state's Medicaid program a lot of money. Why not have Medicaid recipients and applicants handle their paperwork online? Using e-mail and a special website rather than paper, Herbert calculated, would save Utah about $6.3 million a year. "It seemed like a no-brainer to us," says the governor. The problem was, going paperless required a rules waiver from the Department of Health and Human Services. And that's where the idea ran into a brick wall. "We tried for eight...

SALT LAKE CITY -- Gov. Gary Herbert signed a controversial message bill about guns Friday after raising questions just a day before about its cost. His Democratic opponent calls it a mistake that could cost the state millions. It's called Senate Bill 11. It would exempt Utah from any federal regulations on firearms made and sold within the state. Thursday, the governor hinted he might veto the bill, due to questions about its constitutionality and the costs of potentially lengthy court fight. "I don't mind the message. I just don't want to end up having a million dollar cost attached...
