VISALIA — A former Visalia police officer was arrested Thursday on suspicion of fondling a woman last month while taking her to a Tulare County detention facility. Xavier Perez, 35, was arrested in Clovis by Tulare County sheriff's detectives on suspicion of felony sexual battery, according to the Sheriff's Department.
