PIEDRAS NEGRAS, Mexico - A flash flood swept through a border town in northern Mexico, forcing a river over its banks, and washing away houses and cars. At least 21 were reported dead, and dozens more missing, officials said Monday. The U.S. Border Patrol sent two helicopters to help locate survivors stranded on rooftops after floodwaters rose over the only bridge that connects Piedras Negras with other towns in northern Coahuila state. There is a severe weather outbreak in the south and southeast today and tonight; a new tornado watch has been issued extending from the Nashville area down to south of New Orleans. This area is expected to move east as the day progresses, with Birmingham, Mobile, Atlanta, Chattanooga, Knoxville and possibly Charlotte under the gun before midnight. This same system brought severe weather and tornadoes to Texas, Arkansas and Oklahoma yesterday. Several tornadoes ravaged the Houston area, where cleanup continues this morning.
