Special to The New York Times WASHINGTON, April 5 -- President Johnson ordered 4,000 regular Army and National Guard troops into the nation's capital tonight to try to end riotous looting, burglarizing and burning by roving bands of Negro youths. The arson and looting began yesterday after the murder of the Rev. Dr. Martin Luther King Jr. in Memphis.
