<p>WASHINGTON -- President Bush on Tuesday signed legislation creating a national "do-not-call" list intended to help consumers block unwanted telemarketing calls.</p> <p>The bill allows the Federal Trade Commission to collect fees from telemarketers to pay for the registry.
