<p>"We now have the biggest, most expensive federal government in history. Federal employees are thicker than maggots on a rotting carcass. So, why not start by abolishing vacant positions in every department except Defense and Homeland Security?" Mr. Miller writes in an opinion piece in the Wall Street Journal.</p>
