<p>Sometimes, the most important bills are the most obscure.</p>
<p>That's the case with SB688, a bill that Gov. Gray Davis signed two weeks ago, ostensibly to deal with the aftermath of the 9/11 terror attacks.</p>
<p>The bill materialized suddenly three days before the end of the legislative session. It is a work of art by Senate Leader John Burton of San Francisco, and it has little to do with 9/11 and nothing to do with terror.</p>
