Sometimes, the most important bills are the most obscure.
That's the case with SB688, a bill that Gov. Gray Davis signed two weeks ago, ostensibly to deal with the aftermath of the 9/11 terror attacks.
The bill materialized suddenly three days before the end of the legislative session. It is a work of art by Senate Leader John Burton of San Francisco, and it has little to do with 9/11 and nothing to do with terror.

What we need are things which make court operations simpler. I welcomed extension of the filing time for personal injury actions from one to two years because one year really was too short and generated lots of motions due to the myriad necessary exceptions for such a short deadline. Shortening the three year period of limitations for negligence and fraud to two years - the same as the new personal injury period, would give us a uniform two year period for almost all civil actions. That sort of simplification for the public and court staff is worthwhile.
But not this.
Then these insurers and businesses had better get off their BUTTS and start giving some REAL MONEY to Bill Simon!
Some of these people say, "Oh, we can't give to Bill Simon because then Gray Davis will go after us." Davis has already SCREWED YOU!!!!!!! He will do far worse next year when he had nothing to lose, and you'll be taking business losses right and left, laying off employees, and moving your business out of state -- if you don't go bankrupt before then!
Coming, people! Wake up and smell the corruption! Davis has already sold you up the river, you'd better jump ship and help Bill Simon who is within striking distance!!!!
