This analysis ignores the question of standards and does not include Dade County - since we can't predict whether or to what extent those ballots have been altered. About 80% of the non-Dade (and excluding PBC and Broward) undervotes occur in ten counties using punchcards: Collier, Duval, Hillsborough, Indian River, Lee, Marion, Osceola, Pasco, Pinellas, and Santa Rosa.
