A federal judge blocked U.S. officials from enforcing a funding ban on Acorn, the beleaguered community organizer. Yet according to an eagerly-awaited internal assessment released yesterday, the radical nationwide nonprofit network's main, if not sole, problem is inadequate employee training and oversight.
