Banks across the world were fixing interest rates in the run-up to the financial crisis but regulators failed to take action to stop it, the former head of Barclays claimed yesterday. Yesterday's unanimous vote by the city Landmarks Preservation Com mission cleared the last municipal impediment to construction of a 13-story mosque and community center just blocks from Ground Zero. But important questions linger.
