SACRAMENTO, Calif. (KCRA) —City Council member Angelique Ashby is among the most fiscally conservative of her colleagues, when it comes to spending her discretionary funds. Compared to other City Council members, last year Ashby spent the least -- about $35,000 on community service programs and local events.
