    Representatives for Republican Assemblyman James Tedisco and Democrat Scott Murphy are at the State Board of Elections in Albany on Thursday, reviewing contested absentee ballots in the race for the 20th Congressional District.     Absentee ballots still being counted ALBANY- The counting continues in the 20th Congressional District as more absentee ballots are opened. Since the March 31 election, it's been a back and forth race between Democrat Scott Murphy and Republican Jim Tedisco. A court hearing is set for Monday, April 13 to decide when to count military absentees. The State Board of Election is reporting that the unofficial vote count shows Murphy with a 35 vote lead.
