Rosie O’Donnell’s daughter Chelsea Belle O’Donnell was arrested for child neglect and possession of drugs after police reportedly found her 11-month-old son near a meth pipe last month. The 27-year-old was charged on Sept. 17 with four felony counts of maintaining a drug trafficking place, child neglect, possession of methamphetamine and THC, the latter of which is commonly found in cannabis, according to court docs obtained by In Touch Friday.
