Attorney General Mark Herring released a statement after resolutions were passed by localities across Virginia declaring themselves exempt from new gun safety laws that the General Assembly may enact.
He said localities and local constitutional officers cannot nullify state laws and must follow gun violence prevention measures passed by the General Assembly.

If you go to Abington virginia, on the south side, there is a National Park site at the start of one branch of the Overland Victory National Historic Trail. It is adjacent to a large meadow that is The Muster Ground. On this meadow for decades, centuries, the volunteer militia would gather before heading out for battle. Although the commander was generally known, he would be elected as would be officers.
The Overland Victory trail runs from here to the main militia assembly at Fort Watauga, Sycamore Shoals on the Watauga river at present day ElizaberhtonTennessee. From here in 1780 they marched to Kings Mountain North Carolina where they anniliated the British force and turned the tide.
All the militia companies were formed from the general population and elected their officers. They won this battle with the British but fought and won many battles with the Indians.
These militia can form at will on the Abington Muster Ground and be constitutionally armed against the Richmond tyrants.

It could be that the idea of deputizing them was to make them exempt from the law against their possession of certain weapons by recruiting them into law enforcement--a new force of law abiding residents who pass background checks. Granted, though, there would probably be legal actions to make them register the firearms.
I don't see how documenting law abiding carriers (as differentiated from constitutional carry) helps law enforcement with safety. Nothing is known about someone involved in a bad situation before that person is identified. Documented concealed carriers are treated like anyone else after an incident (yelled at, cuffed and taken away, often in front of neighbors, charged and jailed).
Law enforcement only needs to arrest and document more drug addicts to successfully win against a great extent of the problem of armed criminals. People with recent, drug-related criminal histories should tend to lose in courts after self-defense situations, because people with histories should find it harder to successfully lie to judges or juries about those situations.
Victims are at the scenes of incidents during criminal attempts to commit crimes against them. Police most often cannot be there and tend to show up afterwards in confusing and distracting environments. Sometimes, police receive false messages from criminals calling 911 or from dispatchers. They might sometimes even miss evidence or witness testimony, where it seems obvious (though not true) that someone who defended themselves was the aggressor. In some situations, most witnesses who are present are criminals.
So allow potential victims to be armed without being documented instead of allowing Democrat politicians to so easily disarm them with near-future legislation and easy enforcement. Granted, few potential victims will prepare themselves with adequate training and other measures, but letting them defend themselves without fear of tyrannical political changes can lighten the load for police (some of the worst of habitual offenders taken down or otherwise discouraged by non-police residents).
After a couple of generations of bad policies and laws, our population is looking and acting increasingly more like a Juggalo society. Drug abuse in criminal histories isn't even mentioned in most media reports of violent crimes, because the propaganda focus is mostly on issues like gun control. Too many erroneously respected people in most jurisdictions are involved in drug abuse and consequent mental problems, and that's the reason for the appearance of our "world going crazy."
