Good question. It goes a long ways back, well before OCR. I picked it up in the early 70s when I was first being taught computers. Its usage was typical in the computer books of that time, so I guess it goes back much farther than that.

Yes, that’s the one. You’re right it was on Dutch paper. But did it have any of the same names on there, e.g. registrar etc as on the Kenyan BC.
Like I said, the Kenyan BC can be easily disproved if it’s a fake. I mean the first thing is to go to this book it references, and look up the page number etc. where the birth is recorded.
But of course, that could have been altered by now, so you would have to look at the signatures and the people listed.
I find it believeable that the document was obtained for divorce and was probably on file in some Hawaii courthouse and someone copied it, but if you look at it, it looks like it’s an original with the seal embossed.

I do not believe that Polarik takes this as “Bogus” birth document. This document is as good as you or anyone is going to get from the registrar in any Kenyan district. There isn’t anything inherently bogus about it in the way that there is with the Hawaii COLB in that there is not another actual “Birth Certificate” as the primary document.
In Kenya, the proimary document is a big heavy book, with sequentially numbered intact pages, and the birth record is inscribed on one of these pages. That is the primary record, and it is not avialable for issuance. All anyone will get is an attestation in a prescribed form as to its content. That is what was issued in 1964. It is a real document with typed words on it and a signature, which makes it much more amenable to verification than a laser printed sheet of paper with no real signature.

I don't think it's Mr. Miller, but rather M.R. Miller. If the typist had left out the period after the "M" then typed the "R", he/she would have had to manually push back and hold the carriage and then overstrike part of the "M" with a period which is pretty much what the image shows.
Not sure about the last clause. Certainly his mother was in the US continuously for over one year, but not prior to his birth. The clause doesn't make that distinction so he would be a US citizen. But of course, that is not the issue, IMO. If this BC is true, he lied about where he was born and has spent a large amount of money to cover it up.
