If people there were armed, the creap would likely be dead already, instead of escaped.

You must live in Podunk, North Dakota, population 117. Given the population density in New York City, there is a much greater chance that in addition to one dead creep, you would also have a lot of innocent people killed or wounded in the line of fire.

Or perhaps the metal detectors are a visible but non-functional deterrent. I used to work in a highly-visited public building in which the metal detectors were not operating because that would cost too much money, but were left in the entrance area as a visual deterrent.
