Why was it signed by the official in 1964?

I would guess that this document was produced from the original records in that year because someone (perhaps Obama Sr.) needed proof of Barry's birth for some reason.

This doc is more or less a COLB, not a birth certificate. It could have been requested and produced by the registrar's office at any time.

Look carefully. It's not a birth certificate, but a "Certified Copy of Registration of Birth". Similar to a COLB in the US.

I'd be skeptical if Hussein suddenly produced a Hawaiian BC. Genuine or not, I'm equally skeptical of this.

I agree but interestingly enough this copy (because it is only a copy) contains three names, all of which should be traceable: the registrar (E.F. Lavender); the district registrar (MR(?) Miller); deputy registrar (Joshua Simon Couya).

The Kenyan BC is supposedly a certified copy issued in 1964 of an entry recorded in the Birth Registry of Mombasa Province, Book 44B Page 5733. It says he was born August 4, 1961, at Coast Hospital at Mombasa, Kenya
