The Hunt for American al Qaeda

The United States is turning up the heat in the hunt for the California boy turned al Qaeda operative, Adam Gadahn, who has been charged with treason and is believed to be hiding in Afghanistan. If caught and convicted, Gadahn could face the death penalty.

The State Department along with the Department of Diplomatic Security announced the beginning of a publicity campaign in Afghanistan urging locals to provide any information on Gadahn's whereabouts, with a reward if the information leads to his capture.

Radio advertisements with information concerning the $1 million reward have already begun airing. Additionally, printed materials including matchbooks, handbills and posters will be distributed throughout the region in the coming weeks in attempts to elicit cooperation from members of the Afghan community. Trial for Canada's terror accused

ROOFTOP snipers, scores of police and concrete barriers protected a downtown Ottawa courthouse today, as the trial got underway for the first defendant charged under Canada's Anti-Terrorism Act. Mohammed Momin Khawaja, 29, faces seven criminal charges of conspiracy to commit terrorist acts in Britain, including developing bomb detonators, possession of explosives, financing terrorism, and training as a terrorist.

The Ottawa software developer of Pakistani descent was arrested in March 2004, in connection with a foiled bomb plot against several British targets, including a popular London nightclub, a shopping mall and a gas network. Today, he pleaded not guilty to the charges. "Given the nature of the charges Mr Khawaja is facing, we thought it would be prudent to boost security," Ottawa police inspector Joan McKenna said.

Man Involved in Domestic Terrorism Plot Targeting Military and Jewish Facilities Sentenced to 22 Years

SANTA ANA, Calif. – A former inmate in a California state prison who became part of a domestic terrorist cell that planned to attack United States military operations, “infidels,” and Israeli and Jewish facilities in the Los Angeles area was sentenced this morning to 22 years in federal prison.

Levar Washington, 30, who was recruited into the terrorist cell while in state prison and subsequently recruited others into the plot, was sentenced this morning by United States District Judge Cormac J. Carney. Washington pleaded guilty last year to conspiring to wage war against the United States and a weapons charge.

Two other defendants in the case – Kevin James, who formed the terrorist group which he dubbed Jam’iyyat Ul-Islam Is-Saheeh, or JIS, while in a California state prison, and Gregory Patterson – also pleaded guilty last year to the terrorism conspiracy charge. Patterson is scheduled to be sentenced on July 9, and James is scheduled to be sentenced on February 9, 2009.

In plea agreements filed in federal court, James, Washington and Patterson admitted that they conspired “to levy war against the government of the United States through terrorism, and to oppose by force the authority of the United States government.”

The fourth member of JIS named in an indictment – Hammad Samana – has been found unfit to stand trial and is currently receiving psychiatric care at a federal prison facility.

“The JIS terrorist group posed a significant threat of violent action against a variety of targets,” said United States Attorney Thomas P. O’Brien. “Through the fine work of members of the FBI’s Joint Terrorism Task Force, potentially deadly attacks were averted. Now, one of the members of this terrorism cell will not pose a danger to the United States for nearly a quarter century.”

Salvador Hernandez, Assistant Director in Charge of the FBI’s Los Angeles Field Office, stated: “This case reminds us that Los Angeles is an attractive target for homegrown or radicalized terrorists, as well as state-sponsored terrorists. Los Angeles was spared a potentially devastating attack because of excellent police work and a cohesive team effort by JTTF members. This case serves as an example of how local officers are serving in the front lines in the war on terrorism.”

After forming JIS in 1997 while in state prison, James recruited Washington into the organization in late 2004 while both were prisoners at New Folsom Prison, where James had Washington swear an oath of loyalty and obedience to James and to JIS. After his release from prison several weeks after taking the JIS oath, Washington recruited Patterson and Samana into JIS and had them swear oaths of allegiance and obedience to JIS. After forming this cell, Washington and Patterson conducted about a dozen armed robberies of gas stations to obtain money for the group’s planned attacks in the Los Angeles area.

Samana researched targets and prepared a document called “Modes of Attack.” The document listed “LAX and Consulate of Zion,” “Military Targets,” “Army Recruiting centers throughout the county,” “Military base in Manhattan Beach” and “Campsite of Zion.”

After Torrance Police investigators linked Washinton and Patterson to a gas station robbery, various Jihadist documents were found at a South Los Angeles apartment where they lived. In addition to the “Modes of Attack” document, investigators discovered a document titled “Notoriety Moves,” which contained a James-authored statement to be given to the media after a deadly attack. The proposed press statement reads, in part, “This incident is the first in a series of incidents to come in a plight to defend and propagate traditional Islam in its purity.” The document also warns “sincere Muslims” to avoid a series of targets, including “Those Jewish and non-Jewish supporters of an Israeli state.”

The investigation into the terrorist conspiracy was led by the FBI’s Long Beach Joint Terrorism Task Force, whose participating agencies include the Los Angeles Police Department; U.S. Immigration and Customs Enforcement; the Torrance Police Department; the Los Angeles County Sheriff’s Department; the Long Beach Police Department; the Bureau of Alcohol, Tobacco, Firearms and Explosives; U.S. Immigration and Customs Enforcement; the Los Angeles Port Police; U.S. Customs and Border Protection; the U.S. Coast Guard Investigative Service; the Defense Criminal Investigative Service; the U.S. Environmental Protection Agency; and the Redondo Beach Police Department.

Substantial assistance during the investigation was provided by the Los Angeles County District Attorney’s Office, Bureau of Investigations; the California Department of Corrections and Rehabilitation; the California Department of Justice; the Drug Enforcement Administration; the U.S. Air Force Office of Special Investigations; and the Department of Defense.

The Los Angeles County District Attorney’s Office worked collaboratively with the United States Attorney’s Office during the investigation.

It appears Iran has the means and intent to produce nuclear weapons. The only matter in doubt is precisely when the weapons will be ready for use. We already have a good idea of where they intend to deploy.

Man sentenced to 22 years in L.A.-area terror plot
June 23, 2008

A man who planned attacks on military installations and synagogues in the Los Angeles area for an Islamic terrorist cell was sentenced to 22 years in federal prison today for conspiring to wage war against the United States.

Levar Washington told a federal judge in Santa Ana that cell members "flirted with the possibility" of attacking targets but no longer believe "a military solution is possible" because "it belies reality."

Washington, a convert to Islam, and three other defendants were members of Jam'iyyat Ul-Islam Is-Saheeh, a radical Islamic organization formed in prison by cell leader Kevin James. The group is better known as JIS.

TWO MUNITIONS DEALERS ARRESTED AND CHARGED IN CONSPIRACY TO EXPORT MILITARY AIRCRAFT PARTS TO IRAN

Defendants Hassan Saied Keshari and Traian Bujduveanu were arrested on charges of conspiring to export military aircraft parts to Iran, announced R. Alexander Acosta, United States Attorney for the Southern District of Florida, Michael Johnson, Special Agent in Charge, U.S. Department of Commerce, Office of Export Enforcement, Anthony V. Mangione, Special Agent in Charge, U.S. Immigration and Customs Enforcement, Office of Investigations, and Christopher Amato, Special Agent in Charge of the Pentagon's Defense Criminal Investigative Service, Southeast Field Office.

Hassan Saied Keshari and Traian Bujduveanu are charged in a federal Criminal Complaint with conspiring to violate the International Emergency Economic Powers Act, the United States Iran Embargo, and the Arms Export Control Act for their participation in a conspiracy to export U.S.-made military aircraft parts to Iran.

According to the affidavit filed in support of the Criminal Complaint, Keshari owns and operates Kesh Air International, a business located in Novato, California. Bujduveanu owns and operates Orion Aviation Corp., located in Plantation, Florida.

The affidavit alleges that since August 2006, Keshari and Bujduveanu have procured U.S.-made military aircraft parts in the United States for buyers in Iran and have illegally shipped the parts to a company in Dubai, United Arab Emirates, for shipment to buyers in Iran.

Keshari allegedly received the orders for specific parts by e-mail from buyers in Iran. Keshari then requested quotes, usually by e-mail, from Bujduveanu and made arrangements with Bujduveanu for the sale and shipment of the parts to a company in Dubai. From Dubai, the parts were then shipped on to Iran.

US may open diplomatic outpost in Iran

WASHINGTON - The Bush administration is considering setting up a diplomatic outpost in Iran in what would mark a dramatic official U.S. return to the country nearly 30 years after the American embassy was overrun and the two nations severed relations.

Even as it threatens the Iranian regime with sanctions and possible military action over its nuclear program, the administration is floating the idea of opening a U.S. interests section in Tehran similar to the one the State Department runs in Havana, diplomatic and political officials told The Associated Press on Monday. Like the one in communist Cuba, an interest section, or de facto embassy, in the Iranian capital would give the United States a presence on the ground through which it can communicate directly with students, dissidents and others without endorsing the government, one official said.

It would process visa applications and serve as a center for American cultural outreach to locals, the officials said, speaking on condition of anonymity to discuss internal deliberations. Now, the U.S. has no diplomatic presence in Iran and relies on the Swiss Embassy in Tehran to serve as its "protecting power." The Swiss now pass messages to the Iranian foreign ministry on Washington's behalf and handle the affairs U.S. citizens in the country.

A senior official in the Iraqi government has said that essential changes to the sections of Iraq’s long-term security pact with the U.S. have given negotiations “a push forward,” but he added that “the problem lies in Iran’s and Lebanese Hizbullah’s intervention in Iraq.”

He said that Iran was striving to torpedo the Iraq-U.S. agreement despite the opposition by most Iraqi Shi’ite leaders to Iranian involvement in Iraqi affairs.

WASHINGTON, June 23, 2008 – Coalition troops and Afghan security forces killed scores of militants and captured more than a dozen others during operations across Afghanistan over the past several days, military officials said.

Several militants were killed, and 11 were detained during three separate coalition operations conducted in Helmand and Ghazni provinces yesterday.

— Coalition forces searched compounds in the Reeq district of Helmand province, targeting a militant leader known to facilitate foreign-fighter operations and weapons smuggling. Coalition forces identified a group of armed militants maneuvering against the force and responded with small-arms fire. In another area, a militant fired at coalition forces from a building. Several militants were killed and detained in the engagements. Coalition forces discovered AK-47 rifles, ammunition and ammunition vests. The weapons and ammunition were destroyed.

— Coalition forces detained two suspected militants during a separate operation in the Andar district of Ghazni province.

— Afghan and coalition forces killed several militants during operations in the Sangain district of Helmand province. Afghan troops on security patrol spotted a three-man mortar team near a village. The enemy attacked the Afghan patrol with small-arms fire and rocket-propelled grenades. After a firefight, the militants fled to a nearby residence and used it as a fighting position. Afghan and coalition forces waited until all women and children had left the area before calling in an air strike that killed the militants. Two fortified enemy positions were destroyed.

In other news, coalition troops patrolling the Zerok district of Paktika province pounded a group of anti-Afghan government militants June 20. About 55 militants were killed, 25 were wounded, and three were detained as the result of coalition ground and aerial attacks, officials said. The battle occurred along the main road between Zerok and Orgun districts. The coalition attack was in response to a recent ambush by the enemy in the area. Coalition patrols continue to report additional enemy casualties, including the deaths of three key militant leaders.

Multi-National Division – Center

AMARAH, Iraq – Iraqi Security Forces, assisted by Coalition forces, seized three caches and detained two criminals during “Operation Sign of Peace” in Amarah, Iraq June 20.

Soldiers from the 1st Iraqi Army Division discovered a cache containing 40 PKC weapons, a rocket propelled grenade scope, a cellular phone and improvised explosive device wires during clearing operations.

IA soldiers discovered a second cache in Hay al Mu’allimin Muhalla consisting of mortars, RPGs and other IED making materials.

Soldiers from 39th Brigade, 10th IA Div. detained two suspected members of a criminal cell and recovered 10 explosively formed projectiles, two claymore mines and one heavy machine gun.

“Operation Sign of Peace” is an Iraqi led, planned and executed operation in Amarah to enforce the rule of law, reduce criminal safe havens and disrupt weapons smuggling.

Coalition forces are providing technical assistance, advice and support to this operation upon request from the Government of Iraq.

“ISF continue to conduct operations against criminal elements in order to restore security and stability to the people of Iraq,” said Lt. Col. Michael Minor, deputy commander, 1st Brigade Combat Team, 82nd Airborne Division “Today is another fine example of these Soldiers and their dedication to unify their country.”
