Trump Takes Action to Give Americans More Freedom to Fix Their Cars
Breitbart ^ | June 29, 2026 | Nick Gilbertson

President Donald Trump on Monday took action to give Americans more freedom to fix their cars’ emission systems.

Trump signed a presidential memorandum to the Environmental Protection Agency while flanked by the agency’s administrator, Lee Zeldin.

“I think it’s very important; going to lower the price of your car, and it’s going to lower the price of fixing your car. It has to do with affordability, it has to do with a lot of things,” Trump said.

Zeldin emphasized that the Trump administration is not seeking to crack down on Americans working on their own cars, as “past administrations have” under a green agenda.

“Additionally… President Trump has been concerned about aftermarket parts, cheap knockoff aftermarket parts coming into the United States, harming small businesses, harming Americans. This presidential memo puts an end to it,” Zeldin said.

“Also, the only third-party certification for these aftermarket parts is CARB [California Air Resources Board] in California, a process that’s backlogged and faulty. So, we’re going to break that monopoly, and no longer will CARB be the only third-party certifier for these aftermarket parts,” he added.

Unfortunately, some of us can only afford cheap knockoff parts right now.

“What the pardon office and [U.S. Pardon Attorney] Ed Martin want to know is whether there’s Americans out there who have been subject to criminal enforcement cases and felony cases, when they didn’t really know that what they were doing could be considered a crime, and they don’t have the means to defend themselves,” said Cables.

“What is the change? Not getting that from this excerpt.”

it’s about after-market catalytic converters being allowed as replacements when the organized gangs slide under you cars and cut off your factory catalytic converters, though you’d never guess that’s what the Presidential EO and this article are about:

President Trump issued an executive order and EPA memos directing regulators to stop penalizing Americans who repair their own vehicles and to bypass the strict and costly aftermarket parts certification processes previously dominated by California’s rules.

This move aims to expand repair flexibility and may lead to increased production of traditional internal combustion engines.

Key Policy and Market Changes

California Monopoly Challenged: The administration’s measures are designed to ease the burden of the previously restrictive California Air Resources Board (CARB) aftermarket part certification, which historically forced consumers and repair shops to buy expensive replacement components.

Increased Competition: The EPA is directed to establish clearer federal guidelines and consider submissions from qualified third-party organizations capable of testing aftermarket parts to verify compliance with the Clean Air Act.

Price and Supply Pressures: While the administration is pushing for wider parts availability to reduce reliance on CARB, the auto aftermarket sector is facing cost strain due to broader economic policies. Proposed 25% tariffs on imported auto parts from countries like Mexico and Canada are pushing up the baseline costs of raw materials and imported catalytic converters.

Current Guidelines and Compliance

Under the 1990 Clean Air Act Amendments, it remains illegal to permanently remove or replace a functioning catalytic converter with “converter replacement pipes” (emissions deletes) on vehicles driven on public roads.

Federal guidance dictates that any aftermarket catalytic converter must be designed to meet or exceed federal emission standards without negatively impacting the vehicle’s onboard diagnostics (OBD) system.

For vehicle owners and mechanics looking for compliant solutions, it is highly recommended to confirm that any third-party catalytic converter has been evaluated for your specific vehicle.

You can verify applicable parts for your make and model by checking resources like the California Air Resources Board or the Bureau of Automotive Repair websites, which outline the necessary exemptions for various emission-controlled vehicles.

There has to be something that prevents homeowner’s associations from banning owners working on their cars. Some HAs prevent you from adding oil or rotating the tires.

I haveen’t read the EO but Big Auto is rapidly designing user repair out of the vehicles they build even today. Under the hood of newer cars one cannot find an oil dipstick nor a place to refill the oil pan. Same for transmission - no stick - no refill access. Service must be done from under the vehicle which requires lifting the car on a rack. Most folks don’t have such a device in their garage. Similar war on electronics - Big Auto is putting as much of the electrical components in epoxy-encased blobs marked ‘dealer service only’. And of course no repair is possible even at a dealer - you must replace the entire blob for hundreds of dollars of course.

The intent of Big Auto is to eliminate owner servicing and drive independent repair shops out of business. Also affected are oil change shops, etc.

Well, that certainly needs to change. I did have my car recently serviced(eng. & trans.) but paid a rather exorbitant price.

Right to repair is a winning issue that I really wish the GOP would take up.

It hits the "do stuff" people directly. And those are the people you want in your party.

They also need to go after the groups that are "selling" items they do not own. If I did that I would go to jail.
