A letter of marque and reprisal would include permission to cross an international border to conduct a reprisal (take some action against an attack or injury) and was authorized by an issuing jurisdiction to conduct reprisal operations outside its borders.

Most recently, having failed to increase corporate taxes in Congress, the Biden administration entered into an international agreement with the Organization for Economic Cooperation and Development (OECD) to set minimum tax levels on all corporations within signatory countries.
