Commenters on YouTube are divided as to whether the lights are UFOs or just flares used by the military. The latter is plausible, given the proximity of the Outer Banks to multiple military facilities, including Camp Lejeune and Fort Bragg in Eastern North Carolina.
I know what those lights are, posted Derrick Chennault on YouTube. As a former Marine based at the 2nd Marine Air Wing in Cherry Point, N.C. ... we used to regularly drop flares out of the back of our plane in the evenings for military exercises... Glad to see the Marines are still spooking people.
Guy doesnt appear to be completely convinced of that explanation.

North Carolina is considered one of the most active places in the country for UFO reports, including an incident in November when a fisherman filmed two sets of lights floating off Cape Lookout National Seashore. National Park Service officials at Cape Lookout told the Charlotte Observer they were not sure what the lights were, but labeled them peculiar.

It could involve some weird air inversion or mirage. If parking lot lights on shore are transmitted and bent or mirrored back that might explain it.

Methane Gas/ball lightning?
Could be associated with a release of methane gas in the costal areas off of the Outer banks resulting in ball lightning?

Back around 1980 I read a long report on why UFOs and Aliens where fallen angels, or demons. As a relatively new Christian I thought it was Bionically solid and so shared it with a lost friend of mine who became furious with me. He really believed in them as some sort of saviors to humanity.
I find it interesting that in places like California, there are more and more reported sightings of these strange things, as our society tears itself apart.
I’ve seen flares first hand. Those look an awful lot like flares. There’s some kind of aviation maintenance depot just inland from Ocracoke Island... Bet it was a post maintenance checkout flight and they dropped some flares. I have personally been in Howard’s Pub on Ocracoke and talked to maintenance techs. They flew a chopper over for lunch as a checkout ride.

Definitely a flare event - there were similar events over the continental US during the past year - seems to be some sort of radar?FLIR masking technic usually done by larger planes.
