In 1964 would Kenya have been a member of the British Commonwealth? If so the term Republic would not have been used as the Queen is considered the head of state of all Commonwealth members. There was a movement in Australia some years back to abandon the Commonwealth nd become a republic. I on’t know if it went anywhere. I can also remember in the 60s listening to radio stations CBL Toronto and CBM Montreal for hockey games. Those stations would sign off at 1 AM by playing BOTH O Canada and God Save the Queen. (Though the announcers simply referred to it as “the Queen.)Canada was not a republic either. So I doubt that in 64 Kenya had made the decision to leave the Commonwealth.
You should check first and and open your big mouth only after careful consideration. Jveritas is a very careful investigator and this isn't about beliefs but facts. So, the anti side is more important than the pro side in the process of vetting this document. Folks are trying to establish if there is an error in this document.
WND says that is is the same as document from this period. Obviously we would like to see evidence of this, such as a comparable B.C. in the same date period. But, calling old hands here a troll is the mark of someone who is really non-serious. My recommendation is a public apologia accompanied by groveling.
It’s possible the certificate came from Hawaii, but more probably it came from somewhere in Kenya, from an office NOT already scrubbed by Kenyan authorities. I hope that clerk was paid enough so he could disappear without the help from the Kenyan police who may be looking for him now.
The certificate may be an original that the UK received after Kenya became independent as part of an temporary documents sharing program. Remember that Obama Jr would be considered a UK subject/citizen at birth, in addition to (perhaps) being a US citizen too. The UK would have had “rights” to this document too as Obama Jr was born before Kenya really existed as a sovereign nation.
If this document came from the Brits, the UK may have held onto the document since 1964 and recently decided to slip to a proxy, who then slipped it to Orly.
Perhaps like many Americans, the UK is now seeing Mr. Obama as too dangerous to remain. They opted to execute their “Plan B”.

An Act to make provision as to the operation of the law in relation to Kenya as a Republic within the Commonwealth.
[23rd March 1965]
1 Operation of existing law
(1)Subject to this Act, all law which, whether being a rule of law or a provision of an Act of Parliament or of any other enactment or instrument whatsoever, was in force on 12th December 1964, or, having been passed or made before that date, comes or has come into force thereafter, shall, unless and until provision to the contrary is made by Parliament or some other authority having power in that behalf, have the same operation in relation to Kenya, and persons and things belonging to or connected with Kenya, as it would have apart from this subsection if Kenya had not become a Republic.
(2)This section applies to law of, or of any part of, the United Kingdom, the Channel Islands and the Isle of Man, and, in relation only to any enactment of the Parliament of the United Kingdom or any Order in Council made by virtue of any such enactment whereby any such enactment applies in relation to Kenya, to law of any other country or territory to which that enactment or Order extends.
(3)This section shall be deemed to have had effect from 12th December 1964.
It's plausible, to be sure. In which case, a likely source for this document is the divorce documents dissolving the Obama marriage.
But people who fabricate documents take pains to achieve plausibility. Especially people who fabricate documents designed to be discredited.
In the case of this particular document, there is an apparent flaw. It is designated as being issued by the "Coast Province, Republic of Kenya". However, the Republic of Kenya did not come into existence until December 12, 1964. When the document was purportedly issued -- February 17, 1964 -- it was still the Dominion of Kenya.
Now, it's conceivable that the Dominion had already ordered and was using forms labelled "Republic of Kenya" -- but that's a point that would have to be authenticated.
Feb. 17, 1964 was, by the way, a Monday -- not a weekend, so that checks out.
