That is exactly why I made the statement that they may have been “preparing” to become a Republic. I had found a reference to the Parliment of Kenya voting in October 1964 to become a Republic. Now I can’t find it - visited so many web sites!

Right. I have found contemporary bilateral agreements signed between “Government of Kenya” and other countries. They never refer to “Republic of Kenya” in 1964.
I suggest the document is a forgery.
