A proposed $6.4 million settlement in the death of Freddie Gray would "resolve all civil claims related to the city of Baltimore, the Baltimore Police Department, individual Baltimore police officers, and any other persons or institutions who might be deemed responsible for the death of Mr. Gray," the city said in a news release Tuesday. The city's law department will submit the proposal to the city's Board of Estimates on Wednesday, the city said.

Americans hoped the election of the first black president in 2008 would help heal the racial division that has plagued this country for much of its history, but nearly half of voters think just the opposite has occurred. An Ohio woman's lawsuit alleging a Downers Grove sperm bank error that led to the birth of her biracial daughter has been thrown out of court. A DuPage County judge Thursday dismissed the lawsuit against Midwest Sperm Bank, saying the woman's wrongful birth claim and breach of warranty were not viable claims under state law.
