Vermont Gov. Phil Scott (R) has caved and signed a ban on private on gun sales after running a gubernatorial campaign in which he rejected the need for more gun control. A high school in Vermont's capital raised a Black Lives Matter flag Thursday morning in honor of Black History Month. Students at Montpelier High School, where 18 of 350 students are black, took turns raising the flag in a ceremony attended by hundreds of students, staff and community members. But they now believe it was part of an ongoing feud between two nearby homeless encampments that included Beede retaliating for the spreading of feces on a tent. "My view on gun legislation is this: You will not solve this problem state by state.
