A couple things would have happened if Pence unilaterally ignored the election results in the Senate. 1) The Democrats would immediately sue and it would go before the Supreme Court within 24 hours and overturned. Even a Republican Majority could not allow it as it would create the Precedent of any future Democrat Vice President being given the authority to unilaterally void an electoral college and Congressional certification vote.
