If there was ever a time to relax, have a cold drink and bond with man's best friend, it was during Saturday's Dogtoberfest at Fort Lowell Park. The fundraiser, organized for the first time by Handi-Dogs Inc., had something for nearly everyone, be they human or canine. ---- snip ----

Roy Rutland was on his way back to police headquarters, westbound on Northwest 36th Street, when he saw an impact up ahead. He saw a flash of brake lights and an animal rolling on the street.
