<p>The same people behind anti-war demonstrations that tied up San Francisco's downtown a year ago, led to 2,300 arrests and cost the city more than $2 million are planning to do it again.</p>
<p>Only this time, when activists fan out from Justin Herman Plaza during morning rush hour Friday, organizers with Direct Action to Stop the War expect their protest to be "a little more mellow."</p>
